When is the death penalty right to use? We’ve asked ourselves this on the editorial board many times and never agree. When is a crime so egregious that a person, a community or a state can justify the death penalty?

Washington and Oregon both have death penalties, however they have been stopped by gubernatorial moratorium. Governor Jay Inslee, in 2014, announced a death penalty moratorium, meaning any death penalty cases that come to him will be issued a reprieve.
