IPCC investigate death in custody

Lloyd Butler, aged 39, from Sheldon, Birmingham, was arrested following a call from his family that he was drunk and incapable. He was arrested by police and placed in a cell shortly after midnight on 4th August 2010 and kept under observation due to his poor condition.

At approximately 3.15pm a visit was made to Mr Butler during which it was considered necessary to perform emergency first aid. An ambulance attended and took Mr Butler to Heartlands Hospital, where he was pronounced dead.

Police referred the death at Stechford police station to the Independent Police Complaints Commission (IPCC) which began investigating on 5th August 2010. The investigation will review the actions of officers to ensure they followed the national and local guidelines for custody care, including appropriate checks.

An IPCC Family Liaison Manager has been appointed to work with Mr Butler’s family to ensure they are kept up to date with the investigation’s progress.

His mother, Jan Butler told the United Families & Friends Campaign; “My son Lloyd butler died in police custody on the 4th of august 2010, I want to know why, the truth will come out, I will make sure of that, we his family are so devastated”.

Len Jackson, IPCC commissioner responsible for West Midlands Police, said; “The loss of a loved one is difficult for any family to respond to and this is especially the case when that person has been in the care of others.

“They will have questions about whether everything possible was done to help their loved one.

“Our investigators will address exactly those questions; by interviewing the officers concerned and by reviewing the custody CCTV and action logs to ascertain whether appropriate care was given to Mr Butler.”
